You may mean miliaria. It would be unusual to occur on the penis, and as you apparently know herpes has a similar appearance. What kinds of herpes test(s) did your partner have? Herpes diagnosis is quite complex, and a single negative test result could have missed it for several reasons. Both of you might have blood tests for IgG HSV antibody (but not IgM antibody, very unreliable). Good luck.
