Peels: This may be a non infectious rash. I recommend consulting a dermatologist for diagnosis and treatment. Any appropriate testing will be done.

Hi Doctor, I received a golden shower on my penis, I didn't see any blood coming out but I can't be 100% sure. Am I at risk of HIV or any other STD? Is a test required? I got tested not long ago for all STDs. Thank you?

STDs are rarely or ever transmitted by urine and HIV never is. Blood is no risk on the outside of the penis. No risk at all and no need for testing.

Itching is not STD: Itching is usually dry skin or a fungal infection. By itself it is not diagnostic of any std.
