After a risky sexual exposure i developed a rash. my combo hiv test was negative after 23 days despite having a rash . . . does that mean my rash is due to something else, hence as per my understanding symptoms = antibodies?

Yes, if symptoms are due to HIV, then antibodies to HIV must be present and a blood test will be positive. Your negative test proves HIV isn't the cause of your rash. (Anyway, HIV never causes rash without other symptoms.)
