Saw retina specialist yesterday for tons of new gnatlike floaters. i had a pvd about 9 years ago in that eye and was told it was complete. doc did oct told me my diagnosis was pvd that he saw new vitreous seperation on my scan. is this possible?

You should trust your current retina specialist. With the current symptoms and PVD is diagnosed with dilated retinal exam + OCT scan then the diagnosis is likely correct. Take care.
