I deep cleaned my toilet with two bleaches ....flushed several times...but i've sat down and.caught my fore skin on bowl...its burned and tighted skin ...its been two weeks, skin is saw ,erections are incredible painful as fore skin is to tight?

These symptoms almost certainly have nothing to do with the bleach or toilet cleaning. It sounds like you have a tight foreskin (phimosis) and/or balanitis (inflammation of the foreskin and/or head of penis) that may need an antibiotic, steroid cream, or both. See a urologist as soon as you can. Good luck.
