"True menopause" involves cessation of ovarian estrogen production, and endometrium "thickened to 16mm" is a result of heightened ovarian estrogen, without ovulation, which is generally a benign condition, but a biopsy is certainly indicated. A "D&C/hysterroscopy" will produce a larger sample of endometrium, but will usually confirm a benign condition. Get a second opinion prior to surgery.
