I went onsen yesterday. i got water splash into my eyes and ears from the guy showering behind me. could hiv transmit from shower water mixed with blood entered into eyes? do i need to take pep? i have worried too much about that. please reply?

Zero risk. You can't get HIV from something like this. You do not even need testing and certainly not PEP. No ethical doctor or clinic would agree to give you a PEP prescription in this situation. You'll never get HIV until and unless you have unprotected sex or share drug injection equipment with an infected partner. Don't worry about it.
