2-3 days ago a student handed me metal hairclip that she found.held the hair clip a little tight, not sure but i dont think it caused any cut. as i turned it around i saw a haze of red out blood on the clip. sanitize finger right away. should i test?

Test for what? No blood borne infection could be transmitted in this manner. Don't worry about it.

HIV, Hepatitis B and/or C cannot be transmitted through above mentioned mechanism (dried blood/ inanimate surfaces). Hand hygiene rules still apply as to risk for transmission for other bacteria including hepatitis A, cdc.gov is a reliable site to further clarify.
