My cat recently scratched me. it starts at my neck, and ends at the end of my head. it looks a little swollen, i also have abdominal pain, headache. what should i do? i have diabetes too btw?

Time to seek medical attention. Your symptoms (headache and abdominal pain) may or may not be related to the scratch that is in a location prone to infections. An urgent care or your doc if available will be best, ER if no other options.
