Is it okay for non-diabetic patient to have 36% time when blood glucose level is less than 70mg/dl? or is prolonged hypokalemia bad for anyone regardless of diabetic status?

That would be hypoglycemia and not hypokalemia. Never good to have 36% of the time under 70. Probably you need to mix more protein with your meals and snacks and less sugary foods to stablize your glucose levels.
