Highly unlikely, HIV is transferred from bodily fluids and wiping is not a transfer. The blood is probably dried by then and not on the wiping side of the toilet paper .If you had fresh blood on your hand and touched your self where there was a cut or open wound or fingered yourself than a transfer of blood could cause a HIV infection.
