Is it possible to get infected if i had contact with hiv blood on my fingers (from when i removed the condom,so the quantity is small) &,after 5-10 mins, i ran them through water before using those hands to wash my face and genitals, all without soap?

No risk at all; don't worry about it. Not enough blood or virus can be carried on hands that contact blood or vaginal fluids after using a condom. However, these actions are puzzling. Normally condoms are just discarded after use, without "running through water". What was that about?
