Would an abdominal/pelvic ct urogram with and without iv contrast rule out any abnormalities with the ovaries and rectum/bowel as well as the kidney/bladder? also the other abdominal organs?

Ideally yes: an abdominal & pelvic CT would give a pretty detailed picture of the abdominal & pelvic organs, including the ones you mentioned. However your exact symptoms & physical exam by Dr would determine whether all that is appropriate/necessary in the evaluation of your problem (& possibly whether insurance would cover all of that)

A CT scan by itself is never able to completely rule out any abnormalities of any organ, although it can be suggestive that the organ may appear normal. It is just one more piece of evidence in the picture built up by the physician’s evaluation. See the Doctor Who ordered the CAT scan for the next step in the evaluation, if problems are still persistent. Good luck.
