Blister formed on heel about a week and a half ago. its grown over time and is now painful. the area around it is swollen and the top of it has a white web appearance, should/can i drain it to relieve pain before i go see a doctor tomorrow?

Yes you can drain the blister. Use a sterilized needle or something to Pierce the blister. After drained apply topical antibiotic and cover with dressing.
