Bumping heads is a vague term. Can, but unlikely. Did they cry?. Did either black out?

For a concussion you would see effects on their activities/function. Loss of consciousness at any point, loss of memory of the event, difficulty with balance, etc. If the kid had none of these it is hard to make a case for a concussion. Headaches arising in the week after the event are common without a concussion.
