Consult your pediatrician for an answer, this could just be normal for a newborn.

Often this is a transient issue related to position in the womb. If you can passively straighten the foot with no discomfort by the kid, it will likely resolve with gentile movement to the normal position several times a day. Bring this up at his 2 week checkup.
