Would get x ray to check for arthritis , check for gout, follow up with podiatry as an injection may help. If just related to shoe may consider silicone toe protectors and see if it helps. www.amazon.com/Dr-Fredericks-Original-Protectors-Metatarsal/dp/B01MRV5U4H/ref=sr_1_21?keywords=shoe+toe+protector&qid=1680268056&sr=8-21

This is a problem with steel toe shoes as you are finding out. I would see a podiatrist for help. He/ she will have the knowledge of conservative therapy available. Have you talked to any co workers about their shoes?
