I had surgery 3 weeks ago to repair labral tear , bicep tendon tear and rotator cuff tear. i took out my dog on the leash with the non surgical arm, but he yanked me really hard on the surgical arm and i am in tons of pain. possible to undo surgery?

Well, maybe not undue but can certainly lead to needing it again...partially. Depending on how much you need your shoulder I would consider getting a dog walker till you are healed completely.
