I had shoulder surgery 3.5 weeks ago. i had a bicep tenodesis, 13 anchor full labrum repair, and a 20% supraspinatus tear debrided. i'm still having decent pain throughout the day. is asking for medication appropriate?

It will likely take several months for you to recover and stabilize. Hopefully, you are scheduled for physical therapy.
