I had a biopsy & received a dx with several notes attached. dx seborrheic keratosis but focally pigmented and inflamed. notes included epidermal hyperplasia with pigmented keratinocytes broad rete ridges monomorphous basaloid cells. is this melanoma?

This is not melanoma, remembering that there are normal melanocytes in all skins and it is when they grow out of control is when there is trouble; however you have inflammation of the skin cells because of microbial infection causing changes in the skin. It is treatable and curable.
