The wording indicates they looked a an old and new chest x-ray and both show abnormal findings that have not changed in the interval. The location and description are consistent with past tuberculosis.

Fibronodular changes in the upper lobes are typical of tuberculosis in endemic areas, they are not changed, suggestive of chronic, best to clarify in context your primary care doc or lung specialist.
