Unless the needle/syringe was used in a previous patient with HIV there is no risk for HIV transmission in these circumstances. CDC.gov is a reliable site in clarifying HIV transmission.

Nobody reuses syringes, in India or anywhere else. Probably nobody has been infected with HIV due to a medical injection, anywhere in the world, for over 30 years. Don't worry about it.
