It is likely a lymph node but only a doctor examining him can tell for sure. So, see his doctor to be certain what it is. Good luck!

These are often simple lymph nodes, noticed because they are not buried in/under tissue of fat. There are dozens scattered throughout the head & neck. By itself, finding one is not concerning as described.
