Mild bilateral ventricular prominence and asymmetry suggesting possible remote previous insult associated with some white matter volume loss my neurologist said this cant cause my short term memory loss, should i seek a second opinion?

Since memory loss at age 23 would be unlikely to be secondary to a brain atrophy mechanism, it would behoove you to seek answers to your symptoms. A second opinion would be an option.
