No, incontinence of urine is not an emergency, not uncommon at 81 years old, but it could be an urgent matter if he has overflow incontinence due to bladder outlet blockage. In that case he needs to be seen right away for bladder catheterization to prevent worse kidney function. With urinary retention, he could not void at will and he feels discomfort when the supra-pubic area is pushed down.
