For someone with a small hiatal hernia caused by a wide hiatus, can diaphragmatic exercises tighten the hiatus hole in the diaphragm and essentially cure the hiatal hernia? if not, is there any other noninvasive way to tighten the hiatus hole?

No amount of exercise will do anything for this part of the body. There is no need to change your anatomy in this regard. If you are dealing with acid reflux or GERD then that can be treated by your PCP. If you do not suffer with these symptoms, then there is nothing for you to do. Many people live with incidental small hiatal hernias that are completely asymptomatic.
