Yes. pain from a dental issue can radiate to the other branches including the ophthalmic branch which travels over your eye and towards your forehead.

Other than a dental issue, pain can be caused by the following. A migraine, joint pain in lower jaw, inflammation in the medium and large arteries of the head and neck, and a possible nerve injury. An MRI scan will help in the diagnosis of a dental problem or non dental problem.
