The CEA test isn't used for diagnosis but is used to follow the progress or lack of progress in following known cancer cases such as colon or stomach. However CEA levels can be elevated in nonmalignant disorders such as emphysema or cirrhosis. The oncologist is best to sort out the significance of your dad's elevated CEA level.

If his CEA was undetectable or at least markedly lower, this warrants excluding a recurrence of the tumor. There are non-tumor causes of CEA elevation, but given your father's history. consultation with his doctor is imperative.
