Ive got multiple feelable submandibular under both sides of my jaw, they are just above 1.5cm and are bean shaped and mobile. i also have no symbols of lymphoma or infection. ive had them for 3 years and im unsure if theyve changed. is this cancer?

Not likely. They sound like normal submandibular glands. Sometimes feeling them every day for 3 years may irritate them and they may get bigger. I recommend you show them to a trained/experienced feeler of submandibular glands to double check your interpretation.

I doubt that you have lymphoma as the cause of your neck nodes. Lymphoma nodes would have grown in size to above 2-3 cm in a period of 2-3 years that you have felt your neck nodes. It is not uncommon for normal lymph nodes to be 1-1.5cm. There are also a set of salivary glands(called Submandibular) which may be what you are feeling.I would not worry unless the size increases further.

If the masses have not changed in 3 years, it is not cancer. You may feel the nodes every couple of weeks, if any of the lymph glands doubles in size, becomes painful, ulcerates, or other nodes become enlarged, or you develop fever, or lose weight, you should see a doctor. Wish you good health!
