It is possible for a antibiotic treatment to not kill all bacteria. i think it depends on the antibiotic which is bring used right? i'm guessing the doctor will switch up the antibiotic to a stronger one?

A particular antibiotic will either kill germs or not based on the germs' antibiotic resistance profile. A different antibiotic is not necessarily stronger, just different and may match the kill needs of that germ. Symptoms of any given infection can also persist after all germs are dead, so any change in treatment must take that into consideration.
