A little over a week ago my partner and i were both wearing underwear and he ejaculated. i started light bleeding yesterday (around the same time that my period was supposed to start) with clots? is this my period or implantation?

Time will tell. If bleeding flow and duration are the same pattern, it is a period. If bleeding stops after 1-2 days with light flow, implantation should be ruled out with a urine pregnancy test in another week.

I presume that if you were both wearing an underwear there was no penetration. If that is true then no chance of pregnancy
