Can a twitching eye cause a tingling feeling on the skin around the eye like corner of your outer & inner eye, eyebrow, bridge of nose and temple? i had a doctor examine me & was not at all concerned but i suffer from high anxiety and panic disorder?

Most commonly, a "twitching eye" is due to a benign condition, orbital myokymia. This can be prompted by fatigue, eye strain, stress, lack of sleep, and other conditions. See an ophthalmologist if this proves disabling. Your "high anxiety and panic" would benefit from counseling using cognitive-behavioral therapy.
