If you had an accident & scraped both knees pretty badly on the road, but were wearing long pants, how likely would it be for something like tetanus to occur if the pants had no tears in them and the wounds didn't come into contact with the road?

No, it is extremely rare to catch tetanus with just the skin abrasion. We are usually concerned about the dirty, deep and perforated wounds.
