Such cold intolerance isn't that unusual or drastic in my experience. Some people simply have almost lifelong cold intolerance while others are comfortable, often they are slender people. If it's a later development, get checked for anemia or an underactive thyroid.

It could be from diet, anemia, body mass, and underactive thyroid. Have yourself checked for Raynaud's phenomenon.
