Tiny bumps can describe many kinds of conditions. The most common diagnosis is dermatitis- which can be caused by any kind of irritation (soaps, laundry detergents, new clothes, plants, fleas, mites, etc). Topical application of over the counter hydrocortisone cream may help in the short term. If they persist or spread, see a Dr for examination and diagnosis.
