Genital warts can occur in the pubic region, but not usually; as you suggest yourself, most are directly on the genitals, sometimes the scrotum. Hair never emanates from warts. The large majority of genital area skin bumps and rashes are not STIs of any kind. See your doctor, ideally a dermatologist. Good luck.
