Wait: Laser vision correction is done only on adults in whom the vision has stabilized. At age 16, it is likely she will worsen. Most people become stable in the late teen's or early 20's.

Should wait: We tend to do lasik close to the age at which no further changes will occur in the eyeglass needs. If your sister at age 16 was treated, she would add some more myopia over the next few years. Best for her to wait until age 23 or so when stability is more assurred.
