Yes: Your question is somewhat hard to interpret but lasik is very useful for the correction of myopia but can also create myopia of varying degrees if that is the desired endpoint.

Yes : Yes. Although lasers are approved for higher amounts, i typically treat up to -10 d as long as everything else is normal.
