Water in the legs (lower extremity edema) is less likely caused by neuropathy. She probably has history of weak heart or kidney problem. She needs to be careful with salt and fluid intake, raise her legs up when in supine position and if the diuretic is a loop diuretic (furosemide, bumetanide, etc.) she can take it as needed every 8 hours for 2,3 doses pending instruction for her family doc.

Follow up is always needed with her primary care doc in order to monitor and address her legs swelling (edema) that seems now to have started weeping. Among others, reviewing possible causes and treating properly, including possibly coordinating home services to include wound care will be needed.
