In general, your doctor is correct because otitis media is usually self limited, i.e. disease resolves by itself, especially in children. However, antibiotic therapy may be considered in adult case. Your problem has been for three weeks but you do not get sicker, only some impaired hearing. I suggest using Nasacort or Nasonex spray (OTC) for 7-10 days then you can see your doctor if not improved.
