If at that dose and frequency, you do not need to use your rescue inhaler, and do not get any infections , have an urgent need for oral steroids, most would say you are well controlled at that dose. If you feel less able to breath, or have to use rescue inhaler or steroids to do so OR find yourself getting sick frequently, then it is not doing its job as a preventative measure.
