Blood pressure is supposed to rise when doing exercise. We clinically treat high blood pressure based on elevated readings done at rest. There are 24-hour blood pressure readings, and when they are high most of the day week can consider treating it. Hypertension, like most health conditions, is treated based on the entire picture.
