Can mri diagnosed cervical disk bulges (11 mm at 3 levels ) cause neck spasms ? sometimes not painless . can it also give a feeling of lighheadness?

Neck spasm is not uncommon at all in cervical herniated disc but lightheadedness is not a typical symptom but it has been reported.

From the size, would say these are protrusions, not bulges, and you may well have degenerative disc disease with cervical spondylosis. This could well explain your symptoms.
