Do you have a dusty environment from carpet or pets? You may want to correct that to remove the source of irritation for the baby including people smoking around the baby. Old mattress or drapes that could gather dust may also do that. It is better to damp clean to reduce dust hanging in the room after cleaning.

Babies that age have tiny nasal passages that plug easily when there is dust/fragrance/orders in the air they breathe. Their natural response is to try to flush these out with mucus, that will plug the tiny nostrils. They don't routinely mouth breathe to bypass this problem until 4-6 months. Cleaning the nose with saline nose wash & excluding irritants from the environment will help.
