Our pediatrician requested blood work for my 11 month old for her one year exam and we received the results back. everything was within range except her platelets came back at 470 and it shows that normal range is 150-450. is it normal for babies?

It is not likely anything to be worried about if she is otherwise well. It could just be a variation because of technique or the machine. You may talk to your pediatrician when you go for the full evaluation and there is possibility of repeating it if that would reassure you.

I don't consider the minor elevation significant. Stress during the blood taking procedure can trigger an elevation, which I would expect from a 11month old. If the kids doc who knows her best things its important they will retest in a few weeks. I wouldn't for that one factor.
