Dyspnea can be a psychosomatic symptom but pulmonary secretion (phlegm) and leg edema are not. You definitely have a physical impairment (disease) and congestive heart failure is top of the list but it is easily diagnosed with physical exam and echocardiogram. Please continue to follow with your doctors and a second opinion should be considered if there is still no answer with persistent symptoms.

A sputum test is indicated, Pulmonary Function test with and without a bronchodilator. The edema should be evaluated and a pulmonary embolism ruled out. A D Dimer test is recommended. Has cardiomyopathy & congestive heart failure been definitely ruled out by EKG & echocardiogram? Has a urinalysis & microscopic examination of the sediment and low serum albumin been checked to check for heavy proteinuria, glomerulonephritis & nephrotic syndrome? If no cardiac or kidney cause, consult a pulmonologist for evaluation for chronic pulmonary pathology& cor pulmonale.
