My baby's heartbeat was found on pubic area by my home doppler, i heard heartbeat lower than few weeks ago when i heard him close to belly button. i have low placenta at 17 weeks, is my baby safe? why did baby went lower?

Your baby is fine. Not only can it move around quite a bit in the early pregnancy, but where you happen to hear the heartbeat is very nonspecific and does not correlate very well to the baby's precise position. It is too early to know for sure if the low placenta will be a problem but this usually resolves as the baby and uterus continue to grow.
