Wbc low at 3.0 k/ul in particular gran, and mpv elevated at 11.4 fl. rbc and platelets normal. fatigued and tired all the time. what can cause this? would the next step be a bone marrow biopsy to rule things out?

No, there is no indication for bone marrow biopsy with that white cell count and it is less likely the cause of your tiredness and fatigue. You will need further work-up. Please patiently follow with your doctor. Good luck.
