If i have an ear infection and i use a steam inhaler is it possible that the fluid in the middle ear will dry out get crusted and become stuck in the middle ear and unable to drain or will it be more likely to drain? concerned about stuck fluid?

I would not concern yourself with the steam inhalers effect on your middle ear. It would have no direct access to these structures. To the extent the moisture derived thins your mucus secretions better drainage may be possible. However, in practice I doubt it would have any effect pro or con.
