Yes, you should re-schedule the appointment until the lesions have gone unless you have an urgent dental issue but the dentist should be notified first and you are advised to stay with the appointment.

Probably, depending on whether your appointment is routine or not. If you have an emergency (pain, bleeding, swelling) appointment, call the Dentist and let him/her make that decision with you.
